As I am looking through the RCRA Flow Configuration and Translator Guide I'm seeing that we can only update/delete certain records when we are the Implementor of Record.  How would I be able to tell who the IOR is?  I don't see this as a field in any of the Handler table definitions and the documentation is rather vague.  Is it based on the Activity Location field?

The Office of Solid Waste offered some information that I've shaped into a response.  If you need more infomration please contact your Regional System Administrator.
 
IOR is not a field that the translator can translate or update. It is maintained only by the Regional System Administrator who updates this for all states in that region and then the application utilizes it to determine which agency (EPA or State) can change which pieces of data.
 
IOR is a general term that applies to each module specifically.
